People from yurrop aren't poor, they're just lazy.
Yurrop retained the lazy people with charity, when they noticed that the industrious people started to move in large numbers to the U.S.
They can get away with this because they maintain an artificial, basically parasitic relationship with the U.S., africa and the far east (all of whom they look down upon with near-psychotic levels of contempt.)
