I read somewhere that still "anime-like" images have more leeway with censorship. Which is why manga illustrators can get away with a single transparent black bar around the clit or something.

Moving anime images must be in mosaic and 3D images must be in mosaic according to what I read.

I'd post my source but I don't remember where I read it, its somewhere on the internet here.
