It's already canon that Tiamat was holding back the whole time against humanity because she still loves humanity deep down. At the same time she was butthurt that she was forgotten and deemed unnecessary by humanity. It would make perfect sense for her to be summoned as a Caster, a Berserker, etc. to help humanity against some other threat. Caster because she makes life out of True Ether and has her own territory creation with the sea of mud, Berserker because she's a yandere mom. While she could also be summoned as a Beast Servant, I think Nasu is avoiding summonable Beast-Class because they're supposed to be the evil guys, so that's unlikely to happen.
