That's a good point. However, you can look at it in another way as well: even though she's just begun her training and is still an apprentice, she is already ready to coldly execute what must be done, and she almost does it as well, if it wasn't for a few factors.

The school argument is a pretty weird one though.

It's 99% not, come one. Misaki is just some rural place without that many schools and even less magi, except for Kuonji and Aozaki who basically owns the place (in a mage sense). There is just no reason to believe it's a school full of mages, Mahoyo doesn't even work like that. It wasn't even hinted to be so, so it's an reasonable assumption. Most likely the only one mage besides the two families there is Ritsuka.
Aoko and Alice go to school, cause everyone of the protags of the main series does so. And it's not only Tousaka, both Sakura and Shinji go as well, plus Akiha does so too, even though using a personal tutor would sound much more reasonable.
