Why are the moonbitches considered strong in the first place? Did anybody actually watch their battle. The moonbitches relied on their summons and moontech the whole time. If a 15 year old girl had a gun, I'm pretty sure she could defeat you. Would you then conclude she's stronger than you?

Even Cirno would be strong if she had a thousand gods helping her.

This really comes down to the question of, how much money are we talking here? Is this a small bank or a big one? Some banks believe it or not have more security than our nuclear weapon reserves. Hint: With the money in some banks you could literally buy yourself a few nukes.

But addressing your post:

1). Safes are not revolving doors, the whole point of a safe is to keep the money SAFE (i.e., locked).
2). The very rare days a bank actually opens its safe is unknown to most of the people that work in the bank. Sakuya would have to do some serious James Bond tier spying just to learn when the vault door is open.
3). Safes are not hidden in some guy's office. With most banks you have to walk through dozens of doors and security check points, just to reach the vault. I doubt even with the worst protocols, would you be in a situation where two doors are opened at the same time.
4). Cartoons != real. Even if you get inside of a safe it does not mean all of the money will be neatly stacked on the floor waiting for you. Most safes are further divided into smaller safes.
