Also, forgot another important bit, Keitaro actually tells Rika about Marutake - Someone who wasn't from Polaris but was there taking photos and showed him pictures of the vandalism.

Later at night, Keitaro is still scared by Kimiyoshi mayor's rant though, and starts thinking about the old 83 curse and the fight for the dam with a big Marutake in the background.

He also has flashbacks about the rant from the mayor with an even more distorted face in his mind. I feel like the mayor is 100% a red herring though.
