I took liberties with his character, as little as he shows up. Since I essentially modeled the Lunarians on Imperial Japan, then set them in space, I imagined him as a vindictive, white-bearded old campaigner like Tōgō Heihachirō, with a highly erratic personality. People talk about having a short fuse - Lord Tsukuyomi has no fuse at all. The merest thing will set him off. Yet, if someone is particularly ballsy, he'll be tremendously amused at their fearlessness. I painted him as being pleased with Eirin's clever evasion of his on the Earth, and regarding her with a fond enmity, so to speak. He's carrying around the baggage from being separated from Amaterasu AND Kaguya, so he's hurting on the inside, but rather than show it or confess to it, he buries himself in his work, and treats everyone below him as if they're made of garbage. He remembers grudges for eternity.

He also initiated the current doctrine of warfare the Defense Corps adheres to. Being hermetic - and also at the highest link in the chain of command - I didn't make him a central figure, but rather the shadowy threat that hovers over the Watatsuki sisters. Either they get the job done, or he personally intervenes - and nobody, least of the all the sisters, wants that to occur.
