I think it's so fucked up how Rei attempts to present the idea that Rika's life is so empty she comes to see 1983 as the best time of her life and that's supposed to be a happy ending for her...

Eh, I dunno. It seems so weird. She travels around and can't stay in one place, and yet the peak of her life is still the 83 club in Hinamizawa. She just seems like a broken person.

Hanyuu obviously meant that Rika should travel and discover new experiences while she was young, and then settle down and raise a new generation of Furudes in Hinamizawa, using all she has learned to guide the village down the right path.
But Reika never got to that point. She just kept travelling and running away, unable to find happiness outside what she knew with the club, yet also unwilling to embrace them and life in Hinamizawa.
Her life has no meaning, always just chasing the next high somewhere else, presumably funded through her complete stranglehold on the meeper porn market.

She cannot be considered a jobber because a jobber has a purpose. They make the hero look good through their failures; their efforts much always be unrewarded to establish a sense of adversity for the true hero to overcome.
All Rika does is sit their and meep while events unfold. There are no efforts, no great adversary to hype up, no hero to look like a great champion when they overcome the challenges Rika could not.
In the original, Rika was a jobber, as her role was to fail in breaking fate where Keiichi succeeded, but in Rei, Rika does not challenge anything. All she knows is that Mion and Keiichi died under mysterious circumstances, and she meeps once more.
