You're pretty much never going to get in trouble if you stick to 2D. It's protected under freedom of expression laws.

There is a grey area in that law that says something like 'non-photographic images can be ruled as real CP if it's sufficiently lifelike' but its purpose is to be able to persecute people that take CP and apply like photoshop filters so it appears like a drawing. It was never used to incriminate actual 2D.
