Look what they did to Taihou. The real counterpart went down by a single torpedo and the utter retardness of the damage control team but it's arguably the best CV that exists in the game. Manwhile, ships like the whole Mikawa fleet, which actually had some great acomplishments, are left with no improvements or Kai Ni, and even in the case of Kinugasa, she's actually a fairly mediocre CA. Choukai should have been the very first CA to get a Kai Ni.
