I think you have to actually make an effort to count as a jobber. Rika isn't even doing that here.
She's just making the village suffer the wrath of Oyashiro-sama by not fulfilling the duties expected of her as his priestess; not even having set foot in the village in two years.
The villagers even hold out hope that if Rika would just return, everything would be better.
Obviously, they're fools for even thinking so, but it just goes to show how important the Furude family is to the well-being of the village.
