Unless it is a cheap 400~500円 単行本 from a weekly published series, most of the time this is not the case. The stereotype surrounding digital manga being poor quality mostly comes from poor quality direct rips from websites using copyright/drm bypassing software and from readers who have extremely limited experience with manga and base average non-digital scan quality based on the minority excessively large scans of well known series.
Foreigners/learners have unrealistic standards, often expecting scanned or digital products to be multitudes higher quality than the physical product. To achieve the same image size and fidelity level with the physical manga I own to that of what some anons online demand as a minimum standard for raws, it would require direct overhead lighting with a powerful magnifying glass.
The quality of most 650~860円 range 単行本 ebooks nowdays is higher than the majority of public raw scans. Kadokawa's book walker service that most publishers are using in some way has made leaps and bounds over the past few years.
Poor quality digital manga tend to come from those magazines who opt for cheaper, more frequently published tanks and use their own in-house solutions that are primarily avaliable as an in-browser or mobile application paid service which straight up resells the product as a 単行本. These are sold in the same digital marketplace as other manga but are really an entirely different beast. Pic related is an example of a full priced digital volume and one of these cheap tanks. Cheap, weekly manga vs monthly series. Those cheaper Jump, et al. manga aimed at kids also have a history of being printed cheaply as well.

While it depends on what you are reading, for the most part the canard over digital manga is outdated at best.
