I dunno if that could really be said about all the arcs. In Onikakushi, the SoL scenes are individually pretty forgettable, only really setting up the tone in general, but otherwise pretty forgettable.
Starting with Watanagashi it feels like that the first half has a much clearer and stronger purpose, though there it's all kind of undermined with Meakashi's revelation, and only Tatarigoroshi it feels like Ryukishi really nailed it, with every scene working to further the relationship.

Of course, early Higurashi still had the advantage of the SoL being novel, while Rei's immediately suffer from how derivative they are. We've all seen this shit before, and it all makes the new manga feel like it's lacking a strong identity of its own.
