This is gonna sound like ramblings from a conspiracy nut, but when you think about it, the Touhou series itself is a great plan B.
The globe-spanning fanbase generates enough belief to fulfill Gensokyo's spiritual food supply. Given how small the human village is, I wouldn't be surprised if all that faith far exceeds the needs of every youkai. They could be stockpiling it for all we know. Sure the flesh eaters still need meat, but spiriting away a few bodies is cakewalk compared to maintaining that massive faith inflow.
In that sense, ZUN has been in cahoots with them for awhile. They've been drip feeding him game plans and orchestrating the series to blow up since the beginning. No need to integrate with the outside world if you can just take advantage of how quickly info spreads here.
