Unless someone at Fatlus or Sega wakes up and realizes a VN would sell better on PC, don't bet on it. Vanillare is like 30 employees and they only make a game every 5 years or so, and 13S was a controversial project. Once they are done they are done and move on the next project. It's why there isn't basically any additional content for it, no DLC, no Manga, etc. Just some databooks and two anthologies.

So it falls on the publisher but their publisher is Atlus and only recently they started to port their own stuff on PC, and they are very stringy.
