Earlier prototypes were desperate attempts to duplicate Momiji entirely from behaviour to looks, even an artificial skin was used to replicate the real Momiji.

Alas, the prototypes break down, short circuit and malfunctions so easily and quickly melts down their artificial skins before exploding. They're also incapable of speech and emotions, thus forcing the creators to scrap the entire process of mimicking Momiji into making enhanced android armies based on her likeliness.
