I actually agree, which is why I was surprised to see that R07 actually published his original plot for it, unlike all other manga that credit him, and in this case it was almost a full script, just with scene descriptions that are more like instructions for the manga artist rather than flavorful descriptions you'd get if he wrote this to be actually published directly.
