In Japan, double-eyelids are much more common genetically than in Korea. Around 40% of Japanese have double eyelids. Yeah, they're still squinty asians, but they've got the eyelid fold.
Koreans are more exposed to central Asian genetics, and if you look at the mongols/manchu/steppe/siberian people, you can see what's going on there. They lived on snowy plains much of the year, so they're adapted to have uncreased eyelids (to combat snow blindness) and slightly chubby cheeks. This adaptation wasn't so bad in Korea, which is largely mountains and quite cold and snowy in the north.
