If Seiba needs a grail, I can spare some. Hell, I can make her a personal tea set out of grails, shit's not that hard to find when you can travel through space and time at your leisure.

That's a good question actually. Chaldea uses a summoning system called FATE patterned after the Fuyuki ritual. The only difference is that, in rare cases, Servants are able to retain their memories from previous summons (and nobody knows why, it just happens sometimes). Saber you summon in FGO says this to you:
>I have my own thoughts of the quest for Holy Grails, but that's all in the past. If something is evil, I must correct its path myself.
So it has to be from one of the endings where she destroys it. Artoria from UBW can go to the Throne, both in Good and True endings. Fate's Artoria ends up in Avalon with Shirou, so she doesn't return to the Throne, and indeed should be unsummonable. Also, there are 14 different Artorias in FGO, but that's beside the point.
Artoria is far from the only technically unsummonable Servant in FGO. Jeanne also escaped from the Throne to be with Sieg, but you still summon her (and she even says that she doesn't remember who Sieg is), and Jeanne Alter is literally an impossible Servant, she should not even exist.
