I think that was fine.
It stems from the way Ryukishi has said he writes WTCs: Start with a plot, then do what's necessary to have the characters act it out.
Satoko was so heavily intertwined with everything in the plot that she didn't need much foreground time for the story to work and her to become a well defined character. Forcing her to take the front stage unnecessarily wouldn't have improved how the plot unfolds. It would just have been Satoko fanservice. Nothing wrong with that of course. I liked the old anime's original Satoko arc because I've always Satoko Satoko Satoko
I think Mion also works as a character far as the writing is concerned. If you say she's too boring, but that's just Mion being Mion.

What if Ryukishi had written OG Higurashi from the same principles as RGD? Starting from the characters and letting the plot form around their interactions? Imagine that. Or how about this. I don't ever see people complaining about Ryukishi's self-admitted favoritism for Lambda, but imagine if Satoko had had same kinda treatment in OG Higurashi.

And look at what's become of Satoko now that she got the spotlight. The story was dumb and her role was controversial (again, the way he writes WTCs...) plus the anime was terrible, yet here we are. She's too powerful.
