Personally, I'm not touching it at all in Japan. Many Japanese (as well as the law) see it as just another dangerous, life-ruining, addictive substance like meth or heroin.

That said, my impression is it's extremely easy in Tokyo. I wasn't even looking and within a few weeks of arriving I met someone who said they had a hookup.
