It's actually a cultural thing. The reason why she did it when she left Lilian wasn't quite as clear to me (or I've just forgotten), but in the Ibara no Mori arc, it was definitely because of what happened with Shiori.

It's interesting that with Sei, she keeps it the length she cuts it to. That's quirky.
