In SSiB, Reisen II doesn't know what a 'youkai' is when Reimu calls her one.

And it's been referenced (In CiLR I think?) that youkai aren't allowed on the moon.

It's very very doubtful she is one.

By this point, if Eirin really is that bad, she's probably just accepted it. It would be much better than her just getting captured and tortured back on the moon for deserting.

In addition, do you really think Udonge has any dignity left after Tewi, Eirin, and the human village? (Which remains very suspicious of her.)

Udonge's life is pretty crap, and she may very well be a PTSD-rabbit, but hell, she's loveable for all of it, and at least she's somewhat appreciated.
