You'll need a Japanese vpn (I use vpn gate, which is free). You will need to register for a GREE account, or you can log in through a few different methods. Personally I'm using the yahoo.jp account I made for Rean's Kingdom Hearts game.

Doing the pre-reg here gets you a token for a guaranteed 5-star card and 5 potions. Not sure how significant that is, but it sure feels like a micro transaction nightmare already. You also get to gacha cards every day you log in, but it seems like you can keep only one (of your choice).
