I have way more evidence where that came from. At the very least I'm confident that I can conclusively state that she's not flat. For starters, how about the original art? unlike in updated versions, you can see the actual curvature of her breast in her normal dress, and cleavage in her wedding one (pretty much the only cleavage we see out of anyone mind you)

What could it mean...!?

We've had this exact same discussion before, to the point where I already have visual evidence ready. Here you can see erika's original artwork. Even in her regular dress, you can still see part of the curve of her breast.

Exhibit A - Original art.
Erika's OG sprite usually has her hair covering her chest, but when she tilts her head like so we can clearly see the curve of her right breast. I've even highlighted it to make it easier to distinguish.
Then in her wedding sprites, we can see both the top and bottom of her right breast's curve, as well as plenty of shading on the left and even some visible cleavage. If we trace these start and end points along the shadows, we can see that not only does Erika have breasts, but that they're actually rather fleshed out, with a full rounded shape.
Of course, it's possible that she's padding her dress to some degree, but even then it'd be impossible to forge the parts that her dress leaves exposed.
