I think most of the harvins in that doujin are ones created for the doujin, the dorafs are canon characters though. Harvins as a race are basically elves but really tiny. Like coming up to your waist at most and unlike dorafs, they're pretty much always small chested.

There's not really any good place to read about the lore online sadly, it's understandable though since the wiki was a mess until a few months ago and they're prioritizing gameplay when getting it in shape. Charlotta is my personal favourite Harvin though, her height complex is cute.
