More or less. It's got numbers on the manzi so you can memorize the CN numbers easier, and it has a built-in tutorial, and a list of the yaku. It doesn't beat reading arcturus, but it does help. Once you're used to it, Hime Mahjong or the like are probably better, since they actually count the number of yaku you have instead of just guesstimating.
