In Germany if you go the "Gymnasium" (basically the type of highschool you need to visit if you want to move on to college/university later on) you have mandatory classes for German, English, a third language of your choice (5 years minimum), and 3 years of Latin.
It's really not THAT uncommon to have people that are proficient at 3+ languages here since those are like the bare essentials. Finding people that are as fluid in a more obscure language, like Japanese, as Kiara is obviously not common, but it's also not something that's extremely rare and super special.
