Picture is the fleet I used to farm Isokaze. I used Route and Boss support with 2DD 2CV, full radars on DDs, and 2-3 red planes on CVs filling in remaining slots with radars.

Sortie fleet equipment was standard double attack set up with Type 3 shells on all applicable ships. 2x 46cm on BBs, 20.3 triples on Suzuya, Prinz guns on Kumano. Ryuusei 601s on first two slots and Reppu Kai on third for Kaga with radar to mitigate some fuel loss on the maelstrom. Didn't use Saiun because I'd get S clears even with Red T. Took around 15-20 runs to get Isokaze.
