On the topic of whether or not watching anime with english subtitles actually help improving japanese

Here's some anecdotal "evidence"
But it might just be coincidence.
I'm german and when i was in 8th or 9th grade we had a partner school in the Netherlands. Every person in our class had a partner in one of the schools classes. Anyways, we went on a class trip to the Netherlands and the students from the Netherlands visited us too at a later date.
So, as some of you may or may not know germany is a dub-country. Everything that airs on TV or in cinema here is dubbed in german. Meanwhile in the Netherlands everything on the TV aired in original language with Dutch subtitles. Dutch and German are very similar languages but all the dutch students english skills far exceeded any of our own. When i asked their opinion as to what might be the reason they all said that it's probably due to the fact that they are exposed to english every single day when they watch shit on TV or go to the cinema.

However, it might just be that their school simply focused more on english language and they simply received better education.

Am i retarded or something? This is similar to how before RTK i would be able to recognize a Kanji within the context of a word, but if you had asked me to draw it from memory i wouldn't have been able to. Is this the same kind of memory recognition vs. production issue?
