Yeah, it's why both twins feel guilt toward the other's situation. Mion feels like she stole Shion's place as the successor and stuck her as the family outsider. Shion feels like Mion is burdened by the role that she is not prepared for.
We see Mion struggling to fit as a leader of a crime family, she's too good-natured and weak-willed as a leader, probably from that neglect when she was little. On the flip side, Shion is bold and quick to action so she probably could've done well in the position she was being groomed for. But that got taken away and her wild spirit had nowhere to go, which explains her emotional/impulsive behavior and how much she hated a place like St.lucia.

I don't think Shion was developing real feelings for K1, it's more that Shion felt guilty she was having fun with Mion and her friends while Satoshi was still gone. Shion had started to "move on" or at least not have him constantly on her mind a year after he disappeared,and she felt that was a betrayal to Satoshi. Getting headpatted by someone else made all that come rushing in at once.

We know how Shion feels about K1 from Meakashi, she gets why Mion fell for him and sees some comparisons to Satoshi. That's the whole "it's no surprise we have the same taste in boys."
