What the hell are you talking about? Just because it's not translated most of the time due to it making little sense in English doesn't mean Marisa hasn't been using her stolen speech quirk since EoSD.

Them being used as a quartet has always been an annoyance to me, especially since Cirno is usually made out to be the dumbest one when she actually has the best mental feats out of the four of them.
Plus, Cirno is funnier when she's paired up with just Rumia to make them a duo of knuckleheads like a buddy movie.

Rumia is found "behind the shrine" in Scarlet Devil, rather than at the Misty Lake. Akyuu's book also establishes her as having no known place of activity, and she spends her days just flying around randomly. She seems to know Cirno, but they're definitely not neighbors or anything.
