Adding to your comments, frankly, another reason Koishi is rather scary is because literally everything she does, she does it on a whim. This means she's the very definition of an unpredictable person. That's a bit of a red flag. Plus, the whole subconscious thing.
Yukari is certainly goddamn terrifying. The fact that her abilities are vague and unexplained, plus the fact that she does everything from the shadows is pretty fuckin' unnerving.

Also, consider the following: Doremy also holds potential. She's the master of dreams. She can consume, create and alter dreams at will. She can potentially (extra emphasis on 'potentially') torture you endlessly on your dreams- The time the human brain needs rest the most, and the only time where a human can truly feel at ease.

Well yeah, when Chang'e's husband shot down the ten suns, he also killed Junko's son. That's what we know. Somewhere after that, Junko became so mad that she basically became the physical embodiment of hatred, and set out to kill Chang'e.
Also, she doesn't exactly play nicely during her fight. Her danmaku isn't pretty at all but instead very practical, intended to shoot you down right there and then instead of making flashy bullets and whatnot. Depending on whatever dumb fanwank you have, this could mean killing intent or just a pragmatic train of thought. It could also mean that she didn't play by danmaku rules, but all this is up for speculation. I don't necessarily agree or disagree with any of these, I'm not the one who came up with all this fanwank.

Most people seem to agree that Koishi is the creepiest 2hu, but I think Doremy is just as creepy, if not even creepier. I don't know, I find being able to fully control someone's dreams is very scary.
