I believe that Sakuya is working out in order to be a main character in the next Touhou game. I pointed out to her that she said that she was finished resolving incidents back in Phantasmagoria of Flower View, but she just told me to hush.

I think that she got jealous of Youmu when she appeared in Ten Desires.
