Whatever people do under L5 is not "in character" by any means. While Hinamizawa Syndrome DOES indeed act upon pre-existing worries and paranoia rather than simply making them up on the spot, it exaggerates them massively by completely severing the victim's rationale and making them end up with the worst possible conclusions about the people around them, including removing their regular moral inhibitions about murder. However, it by no means implies that the person would commit the acts they do under normal circumstances, HS can make anyone go crazy, no matter what, Nekodamashi showed that pretty clearly. People who manage to recover from it feel extreme regret over their actions immediately, like Shion at the very end of Meakashi and Rena in Tsumihoroboshi. Keiichi too to an extent when he has flashbacks to Onikakushi and realizes that he was consumed by irrational paranoia much like Rena. Satoko is so traumatized by her experience that her brain mentally blocked the memories of when she went crazy, anything that tries to uncover those memories will make Satoko start to freak out. Basically, HS brings out the worst possible kind of person in you, someone that you would normally be horrified by and disagree with.

So, we know that Mion initially suspected Oryou and her family as being responsible for the yearly curse, to the point that Mion admitted in Meakashi that she even thought about strangling her for killing Satoshi, but her grandma convinced her otherwise in the end. This is very similar to Shion who also blamed the Sonozakis for the curse but was convinced otherwise in 1982 as well. HS makes Mion stop trusting her grandma and come to the worst possible conclusion: the curse is real and Keiichi is in danger for entering the forbidden tool shed, she must act accordingly on the people responsible for both of these. Much like Rena becoming obsessed with "working harder" to save her family's happiness, everyone else becomes expendable in order to achieve that goal, including her own friends.
