Really? Where have you read this? I haven't seen Clarste post anything about Complete Box recently, and he was one of the main translators. And I remember Clarste kinda just got ignored when Sanbondo was discussing about making a translation on their Twitter.
Also, I'm not fully sure if Phoenixx Inc. is gonna help making an "official" translation since Sanbondo got them to help out publishing their game on consoles, and they've made Touhou fangame translations in the past.

Some anon stole the SomethingAwful lp translation and made his own patch like a year or two ago. There's no need to rely on the goons anymore for FMW4.
