It doesn't have nearly as many or over as many places as Tokyo, but it still has quite a lot, and also the highest building in Japan.
It's just that the photo seems to be quite far from the hi-rise area.

Yeah, I remember reading something among those lines, but it was a regular highway, not a train line.
Also, it seems like the highway doesn't actually touch the building, resting instead on pillars just before and after the "hole"
