Overclaiming was common from the bottom level up to the top.
I remember reading about a dogfight between US and Japanese planes after which both sides reported more planes as shot down than the other side even had in the air.
Ark Royal was claimed as sunk two or three times until they finally got her for good, and don't get me started about the number of "Ferdinand tank hunters" the Soviets claimed as destroyed in reports when a lot of those were just Marders or stuff like that.

Come on, there weren't many surface ships, but "half of" is clearly exaggerated.
