That's true for almost all youkai that do things like kill, scare or eat humans with the only exception that Seija seems to fully accept her nature without restraint, where as other Youkai know that it's best for everyone to follow some societal rules and they follow that either willingly or unwillingly.
Still, what is it that makes her bringing chaos upon Gensokyo into something interesting, do you like more the chaos or her comission into it?
