Unfortunately I don't think E3 will have much ties to Kancolle.... however... there is something else that's going to be at E3.... assuming the rumors of the said petition against it are true.

Investigate the Chinese Battleship Girls panel at E3. The story is the Chinese company are being ballsy enough to come to E3 to promote thier Kancolle-esuqe mobile game there to hopefully release it stateside.

If questions are ask, see if you can ask about how thier game resembles to certain Japanese game and so forth. That ought to get some balls rollin'.
