If Hecatia's plan is to expand Gensokyo's borders, we can only assume various reasons as to why she would want to do that. Perhaps she wants to immigrate unwanted condemned souls and sinners to Gensokyo to make Hell the chaotic place it used to be?

I'm kind of surprised Satori and Hecatia never actually interact with one another considering the former is the ruler of Old Hell and the latter is the Goddess of three Hells.
