If you want the honest opinion of a completely anonymous stranger, I don't think there's ever been a Rider as good as Build. It's not afraid to go places no previous rider has gone (at least since the originals) and frequently shows some pretty intense shit. Like children getting mowed down by robots and innocent people being nuked and shit like that. It's really dark, but all the characters are perfect and it has some truly amazing fights. It's also got my favorite secondary rider in all of kamen rider as a whole. (pic related) Lotta teary eyed moments too.
