So, what are shinigami in the Touhouverse?

Humans with special powers granted to them? Ghosts with special powers or just assigned to a specific job? A type of youkai? A completely different type of being spawned by "the world" to fulfill a specific function (a bit a la fairies)?

Hear me say, devoid of trickery,
Daughter, laughter, and Terpsichore,
Typhoid, measles, topsails, aisles,
Exiles, similes, and reviles;
Scholar, vicar, and cigar,
Solar, mica, war and far;
One, anemone, Balmoral,
Kitchen, lichen, laundry, laurel;
Gertrude, German, wind and mind,
Scene, Melpomene, mankind.
