Yeah, and this is basically a new take on the reason behind it.

Kajiri says that Satanael cares about the well-being of the world more than his own personal ambitions, meaning that if a new god appeared by exposing a flaw in his rule, he'd quickly resign so his flawed rule does not drag for longer than it should. Now imagine him meeting a person who knows more than he does (reminder that Sata-san reigned over just a single universe, while Merc's timey-wimey bullshit allows him to reign over an entire multiverse). Of course he'd be inclined to let him take the Throne and use this vast knowledge for everyone's sake.
