The problem is, he doesn't have a lot of real substance or depth beyond the exploration of his archetype. He is a patrician vampire knight. Compared to other DAAs who have gotten a lot of spotlight, who are all magical abominations at heart, he "at least" has a code of honor that extends as far as people who 1) can actually fight him and 2) don't make a fool out of him (you know, like Roa does). But that's really where the issue arises: Vlov's character is an aesthetic he embodies. He is superficially cool. He looks cool. He acts cool. He has cool flashy powers. But he himself is really boring.

Vlov is practically ordinary compared to Roa, Nrvnqsr, and Zepia, and unlike them, he's not the proponent of some grand esoteric theory that informs his ideological framework. In fact, Vlov's entire motivation is that he doesn't want to deal with the consequences of being a monster that those three other DAAs embraced, knowing full well they were throwing away their humanity and even their senses of self to attain their goals. Which is why Nrvnqsr is such an enormously better and more memorable midboss than Vlov: Nrvnqsr has even less of an emotional range and is focused on the pursuit of something that much fewer people can relate to, but he's just so weird and intense, and his powerset (and how he uses it in the original Tsukihime) reflects that.

Beneath the scummy exterior of his 18th reincarnation, Roa sits at the heart of Tsukihime's themes of life, death, and eternity. He (and SHIKI) are MC Shiki's perfect foil. Vlov, by comparison, is just sort of there. He exists to be cool and do flashy shit to rope in the F/GO whelps. Thematically, he's basically just another one of Nasu's "hurrdurr discarding your humanity is bad" cautionary tales.
