This just reminds me of those Yukari v Yuuka debates when Suigin would reference Shinki's ability to create Makai. According to PMiSS, Gensokyo is a 'world' that was created by Yukari. (Albeit, an illusion world of fantasy/imagination.) You apparently don't need the Ultimate Magic™ to create worlds in the Touhouverse. I just wonder why Eirin felt the need to take refuge in Gensokyo. You'd think with all of her knowledge she would have been able to create her own realm to hide from the Lunar emissaries.
