The irony of it was they wanted Maho to be silent yet kato minami should have been the one silent. Her hubriss was her downfall. This simple instastory cemented her in the eyes of the public as a villain. Even if it's just a comment, it's effect is multiplied by her position, ie. she's captain, and this only makes her look like a dirty politician or corrupt employee with favoritism.
