Fighting in Gensokyo is done according to "danmaku rules". These rules are most likely tailored heavily in favour of strong humans, with the current head of the Hakurei being the one it's all about. Why? Well, Yukari created the place, and thus probably the rules as well. When she did, she seems to have "anchored" the boundary around it to the Hakurei, and as such, should Hakurei go down, Yukari would probably have to go find a new anchor. Being a lazy slob, that doesn't exactly appeal to her, so she simply made up a set of rules to ensure that such wouldn't happen (even if Hakurei would loose at some point, it wouldn't be fatal).

As for why everyone else plays along, well. It seem s youkai doesn't like it in the outside world anymore, which is why they flock to Gensokyo. Killing Hakurei could negate this haven, a bad thing. Luckily, the spellcard rule means they can both defeat Hakurei without this happening, and they can also be defeated without getting destroyed. In addition, with Yukari behind it all, odds are that everyone of note (ie anyone who could actually pose a threat to Hakurei) is kept aware of the fact that attempts to sidestep the rules would result in permanent and excruciating pain.

In addition, with the powers of the Hakurei family being tied to the great boundary, odds are that they are effectively pretty much "shikigami" of Yukari's, so if needed, she might toss in a bit of extra juice to save their asses.

By and large, the best assesement of Reimu's (and Marisa's) capacity is IN, where they both urn up as stage 4 bosses, this being with spellcard rules included. Knock off a stage for that perhaps for a mroe "neutral" guess?
