It has been like this since the very beginning.
Artworks doesn't just explode within days after the characters' reveal. There might be some exception like Shion but I'm sure this is not the norm. Even EoSD, PCB and IN cast took time to be what they are today.
I'm afraid the sheer number build up for years and your desire for more content give you the illusion that popularity happen within seconds and twisted your logic.
