So, we've got a religious war brewing in Gensokyo, between the Taoists, the Buddhists, and the Moriya Shrine.

But there's a neutral fourth party in all of this-- the Hakurei Shrine. It is the job of the Hakurei to maintain balance, after all.
Reimu won't intervene until it affects her personally, but... the God of the Hakurei isn't going to lift a finger at all.
She'll simply wait for her competitors to destroy each other, and then Gensokyo will be all hers.
